Solar Lighting Exports: Tighter Regulations, Rising Costs – Are You Ready?
Export regulations for solar-powered lighting products have become increasingly stringent in recent years. While demand for new energy exports continues to surge, transportation risks have also escalated—particularly with lower-priced products of inconsistent quality. Battery fires during transit are not unheard of. As a result, customs authorities have tightened controls, driving up compliance costs. Unfortunately, many customers remain unaware of these challenges.

A typical solar outdoor light consists of three components: solar panel + battery + light source.

Even so, compliance requirements remain strict.
📋 What do you need to prepare before shipment?
Our freight forwarder now requires full product certification documentation. In the past, scattered supplier certificates might have sufficed, but now complete product (whole-unit) certification is mandatory. This includes:
* MSDS (Material Safety Data Sheet)
* UN38.3 (Battery transport safety testing)
* Transport Identification Reports (subdivided into: Sea / Air / Land / Rail – you must use the report specific to your mode of transport)
Obtaining these certifications requires many batteries sample, which adds significant cost. What's more frustrating?
Certificates can expire anytime due to policy changes.
Even if policies remain unchanged, transport identification reports must be renewed annually— <
For example: a report issued in January remains valid through year-end, which is understandable. But a report issued in November becomes invalid in December… that's truly exasperating.

Always work with accredited institutions for certification. Reports must bear the CNAS (China National Accreditation Service for Conformity Assessment) logo—otherwise, freight forwarders and shipping lines will not accept them.
